The leaders of Cartel del Golfo were confirmed dead by the state government of Tamaulipas on April 22, as reported by Terra México. Their names were Julián Manuel Loisa Salinas, known as “El Comandante Toro,” and Francisco “Pancho Carreón.”

In an attempt to escape after being surrounded by the Tamaulipas government, Toro reportedly provoked fires. Chaos ensues across the city. A popular Facebook called “REYNOSA CODIGO ROJO,” or Reynosa Red Code, sharing images documented by residents.
